A Kansas City man, Kevion Westmoreland, is facing multiple criminal charges tied to a deadly double shooting in 2025 that left two brothers dead, the Jackson County Prosecutor announced.
Westmoreland has been charged with two counts of second-degree murder, three counts of armed criminal action, and one count of first-degree robbery. Prosecutors say the Jan. 2, 2025, shooting killed brothers Samuel J. Hughes, 36, and Jeffrey J. Hughes, 33, in a parking lot near East 87th Street and Blue Ridge Boulevard.
Court documents cited by KMBC 9 describe how police pieced together the evening using witness reports, surveillance footage, and cell phone data. The victims allegedly met Westmoreland and at least one other suspect to buy a gun. In the parking lot, the suspects approached the victims’ vehicle and began talking with the driver; when the driver got out, one suspect robbed him and Westmoreland allegedly shot him.
Police later received an anonymous tip about a blue Pontiac Grand Prix connected to the suspects after it was reportedly spray-painted black and had its tags removed and replaced with a temporary tag. The vehicle was located and linked to the suspects, and cell phone data allegedly tied Westmoreland’s phone to calls to one victim around the time of the sale. Raytown Police Department notified Kansas City Police Department that Westmoreland was in custody on March 8, 2026, and DNA results from a bullet casing in the case were later reported as matching him. A judge set bond at $500,000 cash only.
