Elliott was born in Garnett, Kansas and grew up with a close-knit family that taught him baking, gardening, sewing, cooking, and fishing. He earned a 4.0 grade point average in school, excelled in science, math, and technology, and participated in Civil Air Patrol, winning the Lynn Dicky Sr. Athlete Award for highest-grade point average. After high school, he attended Pittsburg State and Emporia State University.

His Kansas career included work in Emporia at Flint Hills Community Health Center and later at the Lyon County Courthouse, then work in Topeka connected to the Kansas Medically Underserved, and later service in Hutchinson as Chief Information Officer for Prairie Star Community Health Center. He also dedicated time to providing computer-related opportunities to single mothers, aiming to help them build new skills.
